   * =$user= - user object doing the accessing
   * =$web= - web being accessed
   * =$topic= - topic being accessed
   * =$reason= - string reason for failure

All the above fields are accessible from the object in a catch clause
in the usual way e.g. =$e->{web}= and =$e->{reason}=
